NHS Frameworks 2026: CCS, NHS SBS, HTE & NOE CPC Guide

The NHS spends over £30 billion a year on goods and services. Most of it flows through framework agreements: pre-competed lists of approved suppliers that NHS trusts and ICBs can buy from directly or via mini-competition. If you want predictable NHS revenue, you need to be on the right frameworks.

    1. Why frameworks matter

Once you're on a framework, individual trusts can direct award up to certain thresholds or run a faster mini-competition between framework suppliers only — far less effort than a full open procedure. The trade-off: getting on is highly competitive and the procurement cycle is long (usually 4 years).

    2. The four big aggregators

    Crown Commercial Service (CCS)

The largest UK public buyer. Hundreds of cross-government frameworks; many are open to NHS use. Notable for NHS suppliers: G-Cloud (digital), DOS (digital outcomes), MCF3 (consultancy), Permanent Recruitment, Facilities Management.

NHS Shared Business Services (NHS SBS)

A joint venture between DHSC and Sopra Steria. Frameworks cover clinical, digital, estates and corporate services. Strong in health-specific categories like patient transport, interpretation and translation, and clinical waste.

    Health Trust Europe (HTE)

Part of HCA Healthcare. Frameworks across medical devices, healthcare staffing, technology and consultancy. Used by NHS trusts and independent healthcare providers.

NOE CPC (NHS North of England Commercial Procurement Collaborative)

Hosted by Leeds Teaching Hospitals. Frameworks for non-clinical and clinical categories; often punches above its weight in specialist categories like temporary staffing, occupational health and managed services.

    3. How to find live framework competitions

New framework competitions are published on Find a Tender Service(above-threshold) and aggregator portals. Mini-competitions within a framework are usually only visible to existing suppliers via the framework's portal — another reason to actively monitor your seat.

    4. Winning the framework competition itself

    1. Choose lots strategically. A small specialist lot you can dominate beats a large generalist lot where you're ranked 30th.
    2. Evidence past performance with NHS or comparable clients. Case studies with named trusts and quantified outcomes carry the most weight.
    3. Build a strong social-value narrative using the Social Value Model.
    4. Don't skip the SQ. Selection Questionnaire failures are the #1 cause of disqualification.
    5. Plan for the 4-year cycle. Missed window = wait until the next re-tender. Track expiry dates.

    5. Winning mini-competitions once you're on

Mini-comps are typically shorter (10–20 working days), pricing-heavy, and evaluated against a pre-set methodology. Speed, MAT-aligned pricing, and a tailored response to the specific trust's needs win. Generic copy-paste loses.

    6. How rTenders helps

rTenders monitors FTS, Contracts Finder and major framework portals for new NHS opportunities. AI fit-analysis tells you whether to bid before you've read the full pack, and proposal drafting generates first-draft responses calibrated to the buyer's evaluation methodology.
