UK Innovation Funding for SMEs: SBRI, Innovate UK & Grants
How to navigate the UK innovation funding landscape — from SBRI competitions and Innovate UK grants to NHS innovation tenders and defence R&D contracts.
The UK government invests billions annually in research, development, and innovation — and a significant portion flows to SMEs through competitive funding schemes. Whether you are developing AI for healthcare, green energy tech, or advanced manufacturing, there is likely a funding route available.
This guide covers the three main innovation funding pathways for UK businesses: SBRI (pre-commercial procurement), Innovate UK grants, and public sector R&D contracts — plus how to find and win them.
What is SBRI?
The Small Business Research Initiative (SBRI) is a pre-commercial procurement programme. Government departments and public bodies identify challenges they cannot solve with existing products — then fund SMEs to develop innovative solutions.
How SBRI works (two phases):
Phase 1 — Feasibility
£50k-£100k for 3-6 months. Prove your concept works. No deliverable product required.
Phase 2 — Development
£500k-£1.5M for 12-24 months. Build and test a working prototype or beta. Only Phase 1 winners can apply.
Key advantage: You retain 100% IP ownership. SBRI is a contract, not a grant — so it does not dilute equity or require match funding.
Innovate UK Grants
Innovate UK (part of UK Research and Innovation) runs the UK's largest innovation grant portfolio. Unlike SBRI, these are competitive grant competitions where you must match a percentage of the project cost.
Main Innovate UK schemes:
Smart grants
SMEs only. £25k-£375k. No match funding for R&D. For game-changing innovations.
Collaborative R&D
Business + academic/research partner. £1M-£4M. Match funding required (varies by competition).
Knowledge Transfer Partnerships (KTP)
SME + graduate + university. ~£75k-£150k over 1-3 years. Great for early-stage tech.
Industry Strategy Challenge Fund
Sector-specific grand challenges (AI, clean growth, ageing society). £multi-million.
Public Sector R&D Contracts
Beyond SBRI and grants, many public bodies directly tender for R&D services. These appear on standard procurement portals but have specific innovation-focused evaluation criteria.
NHS England / SBRI Healthcare
Digital health, medtech, diagnostics, care pathway innovation
Defence & Security Accelerator (DASA)
Dual-use tech, cybersecurity, autonomous systems
Net Zero Innovation Portfolio (BEIS)
Clean energy, carbon capture, green transport
High Value Manufacturing Catapult
Advanced manufacturing, materials, robotics
How to Write a Winning Innovation Bid
- Lead with the problem, not the tech — buyers fund solutions to real challenges
- Prove your innovation is beyond state-of-the-art — cite competitors and gaps
- Include a clear commercialisation path — how will this become a sellable product?
- Show you have the right team — academic + commercial + technical balance
- Quantify impact with KPIs — jobs created, carbon saved, patients helped, exports gained
- Match funding must be evidenced — bank statements, letters, or confirmed budgets
